Antlers are usually shed when the deer are moving.

A distinction between antlers and horns

Horns remain attached to the heads of animals such as antelope and buffalo and are not shed. The only way to acquire horns from such animals is to recover them from a dead animal. Be advised that this requires meeting state's hunting license requirements.

Special Note: An Interstate Game tag is required to transport shed antlers across state lines
